🛡️NCAA Fines Qatar Airways ₦5 Million for Consumer Protection Infractions

The Nigerian Civil Aviation Authority (NCAA) has imposed a ₦5 million fine on Qatar Airways for multiple violations of Nigeria’s Part 19 Consumer Protection Regulations, marking one of the agency’s most assertive enforcement actions of the year.

Failure to Comply With NCAA Directives

According to the NCAA, the sanction follows Qatar Airways’ failure to comply with official requests and mandatory communication protocols relating to consumer rights investigations. The Authority reported that directives were ignored and vital information was either delayed or not provided at all.

NCAA officials noted that the airline’s country manager also failed to appear when summoned, instead delegating junior staff to represent the airline. The Authority described this action as inconsistent with regulatory expectations and disrespectful to Nigeria’s aviation oversight processes.

Triggering Incident Involving a Nigerian Passenger

The fine is linked to a high-profile incident involving a Nigerian passenger who was accused of sexual harassment by a Qatar Airways cabin crew member during boarding in Lagos. The allegation was not reported in Nigeria; instead, it surfaced only when the flight landed in Doha.

Upon arrival, the passenger was detained for several hours, fined, and reportedly compelled to sign a document written solely in Arabic. NCAA officials expressed concern that the passenger may not have fully understood the content of the document.

The airline later denied the traveler continuation of his journey, forcing him to purchase a new ticket and incur additional financial and reputational consequences.

Broader Enforcement Action Across Airlines

The NCAA stated that Qatar Airways is among seven airlines sanctioned so far for consumer protection breaches. Others include Air Peace, Arik Air, Aero Contractors, Ethiopian Airlines, Royal Air Maroc, and Kenya Airways.

The Authority reaffirmed that it will continue enforcing consumer protection rules rigorously to ensure passengers are treated fairly and airlines adhere to Nigerian aviation laws.

NCAA’s Position

NCAA Director of Public Affairs and Consumer Protection, Michael Achimugu, emphasized that airlines are legally obligated to cooperate with regulators, provide accurate information, and respond promptly to official requests.

He warned that any disregard for consumer rights or civil aviation regulations would be met with penalties, including fines or additional sanctions.

This action signals a stronger enforcement posture by the NCAA and underscores its commitment to protecting passengers against unfair practices. The fine also sends a message to international carriers that consumer-related violations in Nigeria will attract firm regulatory consequences.
