Elon Musk said this week that X has made all government requests to remove or restrict content on the platform publicly visible, framing the move as part of his broader push to position the social media site as a champion of free expression.
Musk, who bought the platform in 2022 when it was still known as Twitter, said in a post on X that any censorship required by governments would now be clearly disclosed to users. The announcement comes alongside a separate initiative Musk unveiled earlier this year to open-source parts of X’s recommendation algorithm, with regular updates planned in the weeks that followed.
The disclosure effort would mark a shift in how X handles government takedown demands, moving from largely behind-the-scenes compliance toward flagging, for users, when a post or account has been targeted by an official request. X already publishes periodic transparency reports on content-removal demands and contributes data to independent databases that track such notices.
Even so, available figures suggest X has continued to comply with a large share of government takedown requests under Musk’s ownership, with compliance rates reported to range from roughly 83 percent to nearly 99 percent depending on the reporting period — rates that some analysts say exceed those seen under the platform’s previous management.
Musk has cast individual disputes with governments as evidence of his free-speech commitments in the past, including a standoff with Brazilian courts in 2024 over account suspension orders, which briefly resulted in X being banned in the country before the company agreed to comply. X is also currently engaged in litigation with the Indian government, arguing that a government content-takedown portal amounts to an unlawful expansion of censorship powers.
X did not immediately respond to requests for further detail on how the new disclosure process will work in practice or which governments’ requests would be included.
