Israeli Prime Minister Benjamin Netanyahu said Sunday that Israel has rejected U.S. President Donald Trump’s 15-point Gaza framework, known as the “Board of Peace” plan, telling his cabinet that Israeli forces would not pull back until Hamas is completely disarmed.
Netanyahu made the announcement at the start of a cabinet meeting, saying Israel’s position covered the full scope of Hamas’s arsenal — not a partial or symbolic handover. He said discussions with Washington on the matter were ongoing, noting that some American proposals were acceptable to Israel while others were not, and that Israel intended to hold firm on its red lines.
The rejection comes despite Hamas itself having endorsed the plan last month as a route toward a lasting ceasefire and eventual reconstruction of Gaza. Trump had described the plan’s emergence as a breakthrough after months of stalled negotiations.
Israeli forces have kept a substantial presence across Gaza and continued carrying out strikes even after the ceasefire that took effect last October, and Netanyahu’s comments make clear that will continue absent a disarmament guarantee. This marks the second U.S.-brokered framework Israel has turned down, following its rejection of an earlier 20-point plan floated in October last year that ran into the same core obstacle.
The specific text of the 15-point plan has not been made public. Its rejection leaves the broader U.S. effort to stabilize Gaza in limbo, prolonging a standoff in which Israeli troops remain in position, reconstruction efforts stay frozen, and civilians in Gaza continue to bear the brunt of the impasse.
